
CALL FOR CONSULTANTS: Leveraging Technology for Public Accountability
The Uganda National NGO Forum (UNNGOF) is seeking a qualified consultant to develop a Policy Brief on: Leveraging Technology for Public Accountability in Uganda: Opportunities and Challenges for Citizen-Led Monitoring and Feedback. We are currently implementing the Strengthening Citizens Engagement and Public Accountability (SCEPA) project, supported by the Royal Danish Embassy.
The project’s overall objective is to contribute to an organized and engaged citizenry that actively holds public institutions accountable. While Uganda has seen significant strides in ICT adoption, challenges in public accountability and transparency persist due to weak oversight, corruption, and a lack of citizen engagement. Citizen-led monitoring and feedback—a form of social accountability—uses technology to empower citizens to report public service challenges, monitor projects, and provide real-time feedback.
Objective of the Assignment
The primary objective of the policy brief is to document the opportunities and challenges of using technology to foster public accountability in Uganda, specifically focusing on citizen-led monitoring and feedback.
Scope of Work
The selected resource person will undertake the following tasks:
- Conduct a desk review of relevant national policies and reports on public accountability, citizen engagement, and the use of technology in governance.
- Document existing technologies and platforms currently utilized for citizen-led monitoring and feedback in Uganda.
- Analyze the opportunities presented by various technological tools for promoting public accountability.
- Document existing challenges and risks, including issues related to digital literacy, data privacy, security, and institutional responsiveness.
- Assess the impact of technology on citizen participation and government responsiveness in key sectors like health, education, and infrastructure.
- Provide recommendations for various stakeholders to enhance the use of technology for public accountability.
How to Apply
Interested consultants should submit a detailed Technical and Financial Proposal that is no more than five (5) pages.
Your proposal must include the following components:
- Technical Proposal:
- Understanding and interpretation of the Terms of Reference (TOR).
- Statement of capability by the Consultant.
- Methodology to be used in undertaking the assignment.
- Profile and experience of the Consultant(s).
- Clear work plan, including outputs/deliverables and detailed time frames.
- Financial Proposal:
- The financial proposal (in Ugandan shillings) highlighting total costs as per man-day rates, work plan, and any other anticipated costs.
Technical and financial proposals should be submitted to the Executive Director by email by Thursday, 16th October 2025.
