CALL FOR PROPOSALS: SOCIAL ENTERPRISE TOOLKIT DEVELOPMENT

Are you an expert in Social Entrepreneurship, Ugandan Law, and the NGO Sector? The Uganda National NGO Forum (UNNGOF) is looking for you!

As social entrepreneurship becomes a critical approach for addressing social, economic, and environmental challenges, NGOs in Uganda are increasingly adopting these models for sustainability and greater impact. We need to bridge the gap by providing tailored, practical guidance on how organizations can legally, sustainably, and effectively operate social enterprises within the Ugandan context.

We are seeking a qualified consultant or firm to develop a comprehensive Social Enterprise Toolkit to guide NGOs, CBOs, and other entities in Uganda.

The Assignment:

Develop a user-friendly toolkit that provides practical, legal, financial, and strategic guidance for organizations establishing or scaling social enterprises in Uganda.

This toolkit will bridge a critical knowledge gap by clarifying:

  • The concept of social enterprises in the Ugandan context.
  • Compliance with laws like the NGO Act (2016) and relevant tax regulations.
  • Step-by-step guidance for setting up and managing a social enterprise.

Qualifications:

  • Demonstrated knowledge of the NGO Policy and the NGO Act.
  • Proven experience in research on social entrepreneurship, NGOs, or related fields.
  • Familiarity with Uganda’s NGO and development context.
  • Advanced degree in Law, Social Sciences, Development Studies, Business Administration, or related fields.

Interested consultants or firms are required to submit a detailed technical proposal and a financial proposal to: procurement@ngoforum.or.ug by Monday, 20th October 2025

Your submission must include:

  • A detailed technical proposal outlining your understanding of the ToR, proposed methodology, and a clear work plan.
  • A financial proposal detailing costs, including person-day rates.
  • Detailed CV(s).
  • A cover letter outlining suitability and summarizing relevant experience.
  • Contact details for at least two independent referees.
