CALL FOR PROPOSALS: End-line Programme Evaluation

The Uganda National NGO Forum (UNNGOF) is seeking experienced Consultants or Firms to conduct two end-term programme evaluations. We invite proposals from highly qualified entities with a strong track record in evaluation, research, and development.

1.Philanthropy for Development (P4D) Programme

The Philanthropy for Development (P4D) Programme(2021-2025) set out to transform how “development is done” by focusing specifically on the recognition and importance of domestic resources. It was conducted across nine sub-regions in Uganda, including Kigezi, Tooro, Ankole, Karamoja, Sebei, Lango, Acholi, West Nile, and Bunyoro.

This evaluation will assess the programme’s relevance, effectiveness, efficiency, impact, and sustainability, specifically documenting its contribution to strengthening the role of local philanthropy in advancing sustainable development in Uganda.

2. Strengthening Grassroot Social Accountability Action

Strengthening Grassroot Social Accountability Action, was designed to balance the power between the citizens and their leaders and ensure meaningful participation of citizens in development processes. It has been implemented over the past 3 years, by UNNGOF and West Nile Rregional Civil Society Network, in four districts: Kibuku, Budaka, Maracha, and Yumbe.

This evaluation aims to assess the extent to which the project delivered its results as outlined in its results framework , and to document lessons learned for future programming.

Required Qualifications (For Lead Consultant/Firm):

The successful Lead Consultant/Firm for both assignments must have an advanced degree (Master’s or PhD) in a relevant field (e.g., evaluation, economics, social sciences). A minimum of 10 years’ experience is required in designing, implementing, managing, and coordinating baseline surveys/research/assessments.
