This CSO Position Paper provides a comprehensive examination of the fundamental questions raised by the PDM’s journey, incorporating perspectives from scholars and civic society organisations. We investigate both accomplishments and obstacles, drawing on a wide range of secondary data sources to create a holistic view.
We shed light on the structural constraints and best practices influencing the PDM’s implementation by emphasising its conceptual roots from the developmental state paradigm, similar to successful models observed in Asian nations such as Singapore and South Korea. Furthermore, we examine the safeguards built into its policy structure and budgetary allocations to ensure its effectiveness, comparing it to other poverty eradication programmes.
