PROGRAM OVERVIEW
The Uganda National NGO Forum (UNNGOF), in partnership with the Change the Game Academy and Wilde Ganzen Foundation, invites applications for the Match Funding Grant 2025. This grant supports community-driven, locally fundraised initiatives by organisations trained in Local Fundraising (LFR) under the Change the Game Academy programme. Successful applicants will receive a 50% matching contribution to funds raised locally for eligible projects.
With partners in twelve countries across the world, the Change the Game Academy aims to end the dependency of civil society actors in the global south on foreign funding, and the vulnerability that comes with it, including the risk of being donor-driven rather than community-driven. The Academy aims to change the ‘rules’ of the development game by transferring power to communities and enabling them to shape their own future. This therefore translates into supporting autonomous local organizations to strengthen their fundraising capacity, thereby enhancing their financial sustainability as well as increasing community engagement, local ownership and legitimacy of organizations.
To achieve this, the present rules of the ‘development game’ need to be fundamentally transformed: whereas many CBOs and NGOs are to a larger extent dependent on foreign contributions, Change the Game wants to put the responsibility for poverty alleviation and development where it ultimately belongs. It seeks to enable local actors to take up this responsibility by strengthening their capacity to raise funds locally.
With registered local fundraising successes in the implementing countries, including Uganda, the Match Funding programme provides the opportunity to reinforce the wins of the Change the Game Academy by doubling the funds raised locally for their projects by trained organizations.

CRITERIA
Selection Criteriafor the Local Fundraising Activities for the Matched Projects:
i) The organisation must be an indigenous/locally registered CBO or NGO with legal identity and no international affiliation
ii) The organisation must have received training in Local Fund Raising (LFR)
iii) The Issue to be addressed in the Match project should be a community problem, identified jointly with the community – verifiable proof of consultation or engagement should be shared.
iv) The organisation must submit a fundraising plan, and it must conform to key considerations in the LFR plan structure, with aspects of costs, duration and return on investment, inter alia.
v) The project should be for a minimum duration of 6 months and a maximum of 12 months from start to finish.
vi) The match project should not be evangelical or relating to supporting churches, orphanages, or administration/management costs.
vii) Topping up of funds will be dependent on submission of proof of local fundraising of the 50%.
viii) Funds raised should not be from government or international sources.
Project Selection Criteria:
UNNGOF is a platform for organisations in Uganda and a membership organisation as well. Through its partners and members, UNNGOF engages with various thematic areas that benefit citizens. For purposes of this grant, 7 thematic areas and their sub-themes will form the basis of the projects to be undertaken;
a) Governance and Civic Empowerment
b) Social Accountability
c) Education
d) Youth Participation and empowerment
e) Gender and human rights
f) Livelihoods (agriculture, social enterprise etc)
g) Health
