This Position Paper addresses the critical issue of public debt management in Uganda and has been jointly developed by leading civil societies with the objective of influencing policies to ensure sustainable debt levels and fiscal responsibility.

This position paper addresses the urgent need for systemic changes, focusing on rebuilding citizenship, economic enfranchisement, securing election integrity, and shifting election ownership to citizens. Drawing on extensive consultations and research, it presents a consolidated framework for meaningful democratic progress in Uganda.

This CSO Position Paper provides a comprehensive examination of the fundamental questions raised by the PDM’s journey, incorporating perspectives from scholars and civic society organisations. We investigate both accomplishments and obstacles, drawing on a wide range of secondary data sources to create a holistic view.

We shed light on the structural constraints and best practices influencing the PDM’s implementation by emphasising its conceptual roots from the developmental state paradigm, similar to successful models observed in Asian nations such as Singapore and South Korea. Furthermore, we examine the safeguards built into its policy structure and budgetary allocations to ensure its effectiveness, comparing it to other poverty eradication programmes. This paper is a summary of the Civil Society’s position on the implementation of the Parish Development Model that was launched in February 2022 as the government’s multi-sectoral strategy to create socio-economic transformation by transforming 39% of Ugandan households that are stuck in the subsistence economy into the money economy.

This position paper was developed following a virtual CSO Stakeholder Discussion convened by the Uganda National NGO Forum on Monday 29th June 2020. The paper also draws on a press statement issued by the Uganda Women’s Network. It builds on previous and ongoing efforts and contributions by other civil society groups and organizations. It is presented to the Electoral Commission and other stakeholders by the undersigned Non-Governmental Organizations.
